CNC(数控) depends on the architecture: PC based or Specialized NC based. The conventional architecture is based on Specialized NC, which is very difficult to copy. You have to build from scratch, I mean every chip (SoS). It will take long time to close the gap. The new generation is based upon the PC architecture, which is cheaper and much more versatile. The key will be the software. The is the future.
