In most US cities, parking the car on a street curb/side for an extended period of time is a violation of city safety codes. It can cause serious safety or security issues, or even accidents, incurring personal injuries or even fatalities. Most cities will act on such complaints expeditiously, checking out the legitimate owner, issuing them a citation, giving them a deadline (1-3 weeks) to remove their vehicle before the city authorities tow it away and stuck the owner a towing ticket and fine, So you should do the following:
1. Check out the proper city/township government department address. WRITE them a letter of complaint of about half-page long (If the letter is too short, they would think it appears that you are not serious about this matter yourself. Otherwise you'd spend more time to write.) You not only need to state what is actually happening in front of your driveway (like blocking the entering and exiting of your cars), you also need to point out the severity of the safety/security issues. Tell them that all the passing cars/trucks (remember to use the word "TRUCKS", whatever the trucks are, real truck or pickup/SUV, large or small), when trying to avoid hitting this sizable van parking on the roadside right in front of your driveway, they usually sped passing it and caused serious safety problems for you and the KIDS playing. (Must mention "kids". In the US, kids are the king, adults are secondary. If there are any kids involved in any potential safety problems, they'd act right away. Doesn't matter whether you have kids or not. Anyhow, you may have friends or relatives visiting you and bringing kids with them, right? So you didn't lie.)
2. In the letter, telling them that you don't know who the legitimate owner of this vehicle is (Of course you don't know. You only know this van may belong to that Indian neighbor, but you don't know whose name that van is actually registered under, right? So you didn't lie here). You don't need to mention you've tried to ask your Indian neighbor to move the vehicle. No one ask you, don't say. You tell them that you don't even know whether the van might actually belong to any criminal who wants to "probe" your home for potential crimes! (Of course you don't know the legitimate car owner's legal background, right? So you didn't lie here, either.) You demand the immediate investigation of this matter and have this vehicle expeditiously removed before any safety/security issues or accidents involving serious personal injuries or fatalities arise!
The police most likely would act on this letter right away. Don't worry. Police won't release your complaints or letter to your neighbor. They won't even mention your name. But don't just call! Without words in writing, the verbal complaint usually does not work.
