Resources like food, clothing go to self or family, is responsibility, you gain no praise, but if you give them to the poor, you become a hero. But as a whole the nation`s resources don`t increase, still the same. A society put extra focus on the practice, probabaly hurt itself. A society should some focus on improving productivity, increase the supply of resources. When an individual has not enough resourse for himself or his family, encourage him to give to the poor, is inhume. If somebody face famine, stealing should be understood, not too big shame for him or her.
