each individual company is allow to make its own decision in response to market situation rather than simply follow only the imperial edict from above albeit owned nationally, it is still a market economy. Case in point, in South Korea, 80% of its economy is controlled by a few conglomerate, the Chaebols. It does not seem anyone is arguing about its being market economy or not.
