This is something called conspiracy theory.
Any foreign investment may help the destination country to develop and keep the talent pool one way or another. UK does not need the Chinese expertise to develop its own nuclear powered submarine. It is the British government, business and residents pay the total cost in the form of subsides and electricity bill. The government wants an anchor investor to redevelop its Northern Corridor. Of course, it does not want to fund with tax payer money directly. This is a pure commercial deal.
On the other hand, the Chinese company does have the rare opportunity to showcase its advanced G3 (3rd generation) nuclear power technology. It is equivalent to get endorsement from British government. The potential opportunities in the high quality market is enormous. It helps Chinese to rebrand itself as technology innovator and high quality industrial powerhouse, rather than a cheap and low end consumer products manufacturer.
Therefore, Britain receives the key investment for it Northern Corridor redevelopment efforts. French company locked in a long term revenue stream. Chinese company also get in a rare high quality investment, and received key endorsement from major industrialized country for its G3 technology, which may translate to opportunity in high quality market (it has already happened). That is a win-win deal. No secret about it. Don't be panic.
