From many examples in developing countries, we can see the elected management line is not stable. When we design  the state machine, we need dual management lines to run the state(very much like using two gas pipeline to secure gas supply). The elected line should take a minor role in the management system, like work as a liaison with the public and all groups, take grievance and register issues, negotiate, etc. The elected line should be allowed to  operate the government due to their lack of professions and the nature of unstability. President changes should not affect the operation of government, the key is the role of the president, he should never be allowed to operate the government. He just play a role in change management. The current government version is run the central agency, which is the other management line- operation government line.
