the executive branch of the government. Short of authorizing foreign war which supposedly requires congressional approval (supposedly because during the first gulf war, war footing was declared without explicit congressional approval), by presidential decreed the president can impose martial law or to declare disaster area to any localities within USA in case of emergency.
