Any P4 system I've ever dealt with has had a minimum of a 300W PSU.
you will need at least a 500 watt power supply for a core 2 duo running at 2.8 GHz Just the CPU alone, P4 had no less than 35 Watts(Desktop cpu), mobile CPU is a bit better. Most P4 CPU burns 50 watts to 90 watts. P4-D may go up to 130 watts.
