Today, human rights vs sovereign is not a valid debatable topic.
In 18th and 19th century, human rights and sovereign are opposite. Sovereign belongs to the monarch or supreme ruler. Human rights belongs to the the subjects of the sovereign. The subjects demands the human rights from their sovereign. But today, so called "主权在民" puts the sovereign into the hands of the same people who demands human rights from the sovereign. So it becomes "Citizen demands the rights from the citizen itself". Therefore human rights natuarally becomes the birth rights of the owner of the sovereign. So why do we debate the human rights vs. sovereign? It does not make any sense.
