for this Spike deal, in 2017, India defense minister proudly told Israel, India did not need it anymore since India's indigenously made MPATGM would be ready. from this video, we know now there is no hope it would be ready any time soon or India should not need to order the Spikes.  except if this deal was done in 2017, India can save a lots of money since in 2018 rupee depreciated 11%. while, this money is not from defense minister's personal pocket, so who cares. $167 million is 11,935,573,500.00 Indian Rupee, since India's standard for poor is 32 rupee a day, this money covers 372986671.875 days, or 1021881 yr, or 102881 people for a yr.   "delayed"is the termed used in all India's " indigenous " made weapons, whether it is for army in this case, or for IAF for jets or for Navy for AC and etc. This actually shows a characteristics of Indians, they like to promise things they cannot fulfill in time or they cannot accurately predict time since they do not know how this thing really work.   And reflected the fact that India's industry is at very low level, one example is, for making aircraft carrier, since India cannot make the steel needed for building it, so they have to import it from Russia, but Russia has its own priority, so India has to wait, another example is IAF needs more Su-30 MKI, this so called India's " indigenously"  made fighter needed over 5200 different materials and parts imported from Russia, India cannot "indigenously"  make them.  waiting for imported parts or materials is just a routine for India and this also one of the reasons of the "delay". Luckily this is the peace time, delay only cost losing Indian people's hard earned money, however, imagine if it is in war, this kind "delay" would mean "win" or "lose" and 'live" or "die". keep "delaying" :))
