Do you really believe that 100B for security and 600B for public health monitoring? Be real. Plus, the construction cost is quite interesting. Construct what? The definition of public safety include human resources, infrastructure, administration and operations. What the government is saying that only part of operation is categorized as "维稳". How can you operate without human capital, without training, equipment,infrastructure, support, administration, wages, overtime pay, insuracne, etc..? You just cannot strip these costs. So, who is 偷梁换柱?
