the ultimate purpose is to save vulerable population from the deadly virus. the current policy is not making vaccination mandatory, thus can only isolate people who are not threatened by virus in order to protect vulneable population. Why not turn around isolating most vulerable people if have to do qurantine and let those who are not affected work as usual. Doing so will keep economy intact and save vulnable people at the same time.
