When it comes to Science and technology, I believe the determinant factor is lab and scientific equipment. Without the best equipment, it is very hard to produce top result. For example, without the best electric microscope, how can we see tiny virus? and create our knowledge about the virus? Political system plays no role in it. forget about democracy.
